"Avoid Attack" isn't an order, it's a status. It's the kind of thing that might be useful in the doctrine, however. But you can pretty much manually control what your scouting cavalry does, just don't send it deep into enemy territory, it's got plenty of range on the sighting distance, and bring them back when they've done their job. If I'm sending someone deep, I intend that he attack targets of opportunity... like enemy artillery.
