River Crossings?

Hello friends

I played the Vitoria scn the other day and had quite a problem getting my units acroos the river (I was Wellington)  I issued corp commands and most units obeyed and crossed   some I had to issue independant march orders to get them to cross and a few units  just marched in circles on the river bank and stayed "confused"     Any fixes or suggestions?
