Can someone explain what the following lines do and when/where the information is used and displayed?

I understand the MAP & OOB entries - but these are a mystery.

Not again in function. 
I think that it will describe by camp the objective to reach or / and advices to drive the part.

Everyone:

I Emailed JMM directly on this question - he responed the same day (Thanks JMM).  JMM stated that the eventual purpose of these lines of code will be to display the objective for OOBA and OOBB in the F7 screen.  However the program code to handle this is not yet in the HistWar program.
