It's a well-known campaign manager with an honorable antiquity.  It's mentioned by name in the original print run of DBA over 10 years ago and predates that.  It basically takes any map you might like and divides it into a box grid.  Then troops, defined pretty much however you like, can be moved from grid square to grid square with the moderator-software handling the umpiring duties.  Considering that it's been offered an updated all these years for free, I number it as one of the great institutions of our digital hobby.

I've used it to moderate two fantasy campaigns (Middle Earth) and one WWII.
