Does the Game offer access to the Manual during play?

I'm learning the interface, and, I'd like to be able to read the .pdf Manual during game play.

I can't find a method to easily accomplish this.

Can anyone offer advice, please?

If you press the ? key or click on the ? in the 3D interface, it will give you help text over the minimap as you pass the mouse cursor over various parts of the interface.  Press ? again to turn it off.

Better than the manual, actually.
