I know this is a silly question, especially after all this time. In the Doctrine Editor, if Artillery's first priority is "Counter Battery" and second priority is "Cavalry" will the Artillery automatically make "Infantry" it's third priority or will it stay silent unless attacked by Infantry?

I know this is a silly question, especially after all this time. In the Doctrine Editor, if Artillery's first priority is "Counter Battery" and second priority is "Cavalry" will the Artillery automatically make "Infantry" it's third priority or will it stay silent unless attacked by Infantry?
Rules are:
a) max priority against the possible threat
b) second : unit indicated by the attack order
c) neither a) nor b) and Art unit sees some targets : take a look at doctrine.. and right, if neither ART nor CAV, cannons can shoot at the INF
