I reworked the OOB without Reinforcements and with a save oob file which has the initial positions.
Bertrand's Corps is on the East Map edge and has a march delay order of 3 hrs +

Play around with this delay if you like:

if you are not happy with the Austrian numerical advantage.
If you are Margaron ,you can always defend the east side of the bridges until IV Corps 'arrives'.

If you play by PBM  historical mode (if you will allow me the use of the term) you must keep 5000 men as
a strategic reserve covering the communication line...to maintain the historical narrative .

Uploading.com definitely dislikes Download Managers; I had to disable GetRight to retrieve the file.

Got it.  I switched from Firefox to IE8 and it works.  I hate IE, Microsoft loves pushing things on users.

OK. 1:00 and I quit the scenario. Nobody on the Allied side moved and my reinforcements will only take orders individually not from their Corp Commander. zu Pferd, I do thank you for your work, this is not criticism just observation. Any ideas? (Screen shot attached)

mmm  I did not do anything to Allies so I'm not sure why AI is not formulating a plan....
It does for all other battles....I'll have someone look into it:
Most of the leader quality for Austria is Middle and Gyulai is Good-Good (so as not to be bias towards the French side)

has the delayed order worked for the French side?

Thanks for your patience Fusilier...not wanting to pester you but have you played the scenario?
ajlewisbrookes  reports that he has seen an unusual behavior: the AI Austria just not taking any action
at all.

I'm definitely seeing stationary Austrians but I can give corps-level orders to the reinforcements east of the river.

Edit: ...meant to thank you for producing the scenario in the first place - it's a nice size for someone like me to get their feet wet.

I'm glad you like it....but its not working properly
I switched side and the Austrian HQ is invisible :)  its  very odd
