I wonder what these -11 column of numbers on HW sheets --- page 3 for each country ?

and

what is this attachment's last column percentages about ?

JMM gave me the answer to this some time ago....the sheets are the MAX % of troop type allowed for each year ending with 1815 on the right. 

The OOB is (I think) the % strenght of each Corps.

Column : year 1805 - 1815
Line : Type of Unit
Value: % of strength in the Army...

Example : 
France 1805 : Limit of Guard is 4% of the total strength of the Army.
By 1805, the limit of French Heavy Cav is 8%.
