It has been a concern of mine for some time that when making up a historical OOB that these values can be changed so easily.

I feel this could be a cause for misrepresentation and abuse for user to dramatically change a battle in favour of someone who does this.
And there is no extra value in CEH noticable, if at all for these changes.
A lot of the Division commanders can be changed as well, with no extra CEH cost.

If your playing solo this does not matter, if your playing MP I don't think it's worth too much worrying about.  Does anyone "know" what the best "settings" to use are ?.

I expect it would be HIGH Initiative and defensive behaviour, if wanting to defend, and HIGH Initiative with offensive behaviour if wanting to attack - but I don't think it is as simple as that ???? ?.   You might start defending, but then what if you want to attack ?....or the other way around.

A few questions spring to mind :
What "cost" should there be to changing these features ?. 
Why would one setting cost more than another ?.

I'd be more than happy if it was all fixed so it could never be changed - but I expect you would get many complaints about that idea.

I don't think we have to match a modification of CEH with either the level of initiative or aggressive/defensive behaviors.

For example, a kind of players prefer to have a high level for the initiative;
it's not an advantage, just a type of playing... sometimes it's better, sometimes it's worst.
If you want a huge control on the unit, you have to choose a low level of initiative.

Aggressive / Defensive mode modifies a bit the efficiency of unit in connection with the type of fighting, but again, no need to modify the CEH for that.

I would also like to better understand these values. I had already asked this before, specifically what is for arty the consequence of a high initiative + defensive behavior ? Lower threshold to retreat when faced by a threat (which would be great...)

Thanks JMM, that is how I have found it to be, no great advantage to be had, one way or the other, only a different "style" of fighting.

Yes this is precisly the reason why I asked this question, I have a lot of people ask me about this, so Im not Robinson Crusoe
