Randon OOBs not prcise ???

This is an observation, nothing more.

I have found that when making a randon CEH OOB the randon editor does not always make it correctly, for example :
A 200 v 200 CEH OOB, it made the two sides as 171CEH v 186CEH.

I've seen this many times since my first post, is there a logical reason for this happening ?.

Today I had a quick 150CEH solo game and the OOBs in game where not 150, even after I had adjusted the Russian side to be spot on 150....I never bothered to adjust the French side so it may have been "wrong" but if you make a random 150 OOB why does it not make a 150 OOB ?.

Another example, in a "real" 150 CEH game, one side has 140 and the other 170 yet we made 150 OOBs ??????.

What happens after the OOB has been built to change the CEH strenght ?, does anyone know the answer ?.

Panic over, both sides F7 screen now give the correct 150 CEH ????????????????????.

That was weird. I sent the opening deployment file to G24, F7 showed me a 150 ceh both sides. When G24 played it, it showed the weird ceh. He sent it back to me and it was OK again Go figure

Must have been something to do with the game getting into synch.

OK... I'll rework this part to have a precise CEH...
BTW, it's not very easy because there are several constraints... but I'll try
