The farther a regiment must retreat, or the higher its initial casualties, the longer it will take to reform. As the more lightly wounded troops return to its ranks, the unit’s combat rating will rise once again. Some of the once-scattered soldiers will reform, and others, still fleeing to the rear, will be stopped by crack cavalry units in charge of maintaining law and order -- don’t forget to have these cavalry units in place, for you will need them.

Emphasis mine.  Does anyone know if this actually happens?  Has anyone seen it?

Not yet, no. I intentionally kept all my heavy cavalry in the rear to intercept routers last night but they didn't stop them. In fact, after  about 10000 runaways had passed through them , they themselves turned and ran without having a sniff of combat :?

I guess their morale took a heavy denting from seeing all the disorder, though strangely, I gained an highly rated tactical,lower rated strategic victory overall(LOPs intact).

Maybe it doesn't work in the demo?

I don't think this will affect "runaways" (units leaving the map in good order), but is only intended to affect routing units.  I've seen units rout all the way off the map, but it doesn't happen often.  I usually have some cavalry at the lines of operation for protection.  I've just never seen them rounding up routers.
